“Who loves ya, bay-bee?…” So said tough and incorruptible Lieutenant Theodore (“Theo”) Kojak of the 11th Precinct of the NYPD. Stubborn and tenacious in his investigation of crimes, Kojak loved Tootsie Roll Pops and his memorable catch phrase.
