BRITAIN’S GOVERNMENT has proposed sending asylum-seekers to Rwanda. The plan has been widely criticised as expensive and ineffective—but the greater danger is that the plan works. New research suggests that diversification, rather than boosting domestic production, may keep supply chains resilient.
